Baroness Zemo is actually Heinrich Zemo reborn in to a female body. She claims that this was all part of a ruse, but I wouldn't put it past Helmut Zemo to marry his father in a female body.

I presume the next page is a series of panels showing each of the children dropping in after their parents in an unrelenting tide while Steve watches on and weeps at the humanity.

They weren't the Zemos' natural children. The Zemos had kidnapped them for nefarious purposes that weren't made entirely clear.
