The question isn't whether it's the expected outcome. The question is whether it's good storytelling.

Issue 1: Morgan wants her own Captain Britain for unexplained reasons. Issue 2. Morgan tries to recruit an alternate Betsy to be her Captain Britain. She fails utterly. Issue 3: Morgan has a Fury calling itself Captain Britain. There's a big fight and the heroes are forced to flee. Issue 4: The Avengers, only one of whom has appeared in this series before, help Betsy and Rachel curbstomp the Fury, then stop being part of the story again. The Fury is now a Brian subplot.

Yes. Oh, that was easy.

You see, the Fury isn't the main antagonist. The Fury was always the subplot. The main antagonist is Morgan le Fey, who is still out there and allied with Doom. The Fury was just her trying to get what she wanted and failing again. Heck, she even understand that the Fury wouldn't work out last issue, which is why she went to Doom.

As for the Avengers only showing up in one issue...um yeah. Outside of their own book, that's pretty much what they do. Heck, the Avengers show up in one issue of Immortal Hulk to stop the Hulk and turn him over to a shadowy organization and the only Avenger who appears after that is Captain Marvel and even then for only a few pages.
