Doom has everything he needs to be a truly good person and a worthy ruler of the world.
But he also has a crippling raft of personal flaws which ensure he could never achieve it. Between the hubris and his hatred of that accursed Richards, there's always something.

And as we've seen, I don't think you can even remove Richards from the equation and still have a successful Doom.

Secret Wars would suggest that without Richards, Doom will still be his own worst enemy.
Eight years ruling a world he made like a god, all other enemies brainwashed into compliance or humiliated... and he still spent it utterly afraid Reed would show up one day and ruin it all.
