Art Adams' (Adams's? Cursed apostrophes...) art is really odd here.

Also, the idea that the Punisher would ever opt to not do some gratuitous killing just because there were some heroes present solving the problem is the least believable thing ever.

The entire point of the "new Fantastic Four" was a bit of a stunt. Walt needed to take a break, so they decided to do an arc with use the most popular Marvel characters at the time and get Art Adams to draw it.
So they looked at the sales and determined that the new FFs would be Spider-Man, Wolverine, Ghost Rider... and Punisher.
Except Art didn't like the Punisher as a hero. So they swapped in Hulk and threw Frank in as an in-joke:
