Sachi's Records is a manga by Chanta
The story is about God putting humanity on trial. An angel an a demon will follow a little girl, giving her bonus or malus points depending of her good or bad deeds. The little girl, Sachi, is mischievous but good hearted; the angel, Ran, is a lazy adorable idiot; the demon, Boros, is a tsundere who takes his work at heart.
Hilarity and warm feelings ensue.
The manga just ended, so I don't know if it's still possible to read it on Manga Plus, but if it is, I warmly recommand it. The art is very basic, but it's one of the funniest and most heart warming mangas I've read

Are those demon & angel the kid parents?

They basically become her foster parents, yeah. Although it often seems like the demon is a single father with two irresponsible daughters.
