This is Pre-Crisis Siperman, so the whole thing could have gone horribly wrong.

"Jimmy Olsen, you have fallen in with a bad crowd and become a hoodlum! Now I must banish you into the Phantom Zone -- forever!"
"No, wait, Superman, it's not wha - aaaaaaaaaaagh!"
"That'll teach him."

(But in fairness, "horribly wrong" is relative with Jimmy. Superman tries to destroy his life just to teach him a lesson every other month.)

Also in fairness, Jimmy manages to destroy his own life (accidentally or on purpose) in the alternating months.

With Jimmy, there's a lot of overlap.
Not to mention third parties showing up to destroy Jimmy's life, requiring Superman and / or Jimmy to beat them to the punch.
Can't scuttle the ship if it's already scuttled!
