What trope is this? The bad guy says to the good guy "What is it I want or did that is so bad? Really?!" Megatron and Optimus Prime had a great scene like that.

But it,has been done a few times, so there must be a name for it. It isn't a Hannibal Lecture. It must be something else.

"Enough bullets to stop me"? What, like one? That's usually enough to stop people not high on adrenaline and bloody-mindedness.
