Well, the Baron was probably thinking "He's almost killed her before, so making him evil(er) is a guarantee of success! Studying strategy and tactics at the knee of Uncle Adolph has taught me much about such things! How can it fail?"
Wasn't it revealed that his whole thing was an elaborate plan to convince everyone that he was dead on Strucker's part? Still, this is kinda phoning it in even if he isn't interested in Wolverine actually succeeding.
In another series (I guess some editors didn't think that highly of this either, since they okayed that). And that was just what Strucker got out of it, the other conspirators were really invested in this.
And what with Hydra owning SHIELD and all they had resources to waste, I guess.
