True, but it's more than that. Cobblepot never had good looks to trade on, so he always did his best to affect good breeding: he might order the stewed hearts of his enemies served to him with salad, but he'd know which fork to use when he ate them. He's a "big words" guy, whereas Trump's simplistic vocabulary is second-grade reading level, which is why there's just no way to make Trump slogans sound natural in Cobblepot's mouth.
Both of them had aspirations to class ("we got the classiest jets, unbelievable"), but the Penguin can pose as a genteel member of high society, albeit an egotistical one, for hours or days. Trump couldn't maintain that pose for more than twelve seconds, and I'm not sure he even wants to any more.
To be fair, I think that's heavily dependent on the writer. Several takes on Cobblepot are outright mouth-frothing thugs (think Arkham City, or maybe Batman Returns). The BTAS Writer's Bible even made a point of having him always misquote Shakespeare.
And come to think of it, one of '66 Penguin's slogans when running for Mayor was "No politics. Issues confuse people."
I tend to label those takes on Cobblepot the "bad" ones. There's clearly a thug in him somewhere, and he doesn't even have to be buried that deep (TAS hit about the right level of subtlety), but it seems truer to the point of the character when he's making an effort to be high-class. That's where the name "Penguin" comes from, originally, the image of a fat, awkward man in a suit.
