Just my theory
The Spectre can resurrect people. Presumably, if we're right about the Rainbow Power of the White Lantern, the Spectre's god-power will fuel it and explain why it won't last since the Spectre will leave. Rezzing all the zombies is the simplest way to end an undead army. Then everyone will gang up on Nekron. :D
I'd surmise that anyone not in contact with the universe (possibly Crispus Allen if he's inside Hal?) or previously destroyed will not be rezzed. This will give SOMEBODY the opportunity to angst--probably the Bats since Batman will remain inexplicably dead.

My god, that was an awful concept. It violates canon that the Mercy of God isn't supposed to exist on earth at the same time as the Vengeance of God. Because the Spectre IS mercy, just corrupted by humanity.
I used to be a huge fan of the Spectre, tracking down all his runs. The Spectre has been written terribly since he merged with Crispus Allen, who probably wasn't the best choice in the first place. He doesn't fit the concept for a vengeful person who needs to learn mercy.
Hopefully, it'll go the way of The Word, the OTHER Spectre.
