Forge is a character with issues, a LOT of issues, but that's not one of them. I certainly wouldn't say he was desperate for acceptance, he's more or less anti-social, one reason he's never been on a team for long, but will accept a role as tech support.
He also didn't build the anti-mutant gun for racists, or because he wanted to be popular. He was a well known, independent weapons development contractor (and former solider) who had built a device to recreate the abilities of the Spaceknight ROM's Neutraliser and in so doing created a device to nullify superpowers.
The prototype for this was then taken from him, against his wishes, by the US Government (Well, Henry Gyrich and Val Cooper on the instructions of the President) to deal with Rogue who had been framed for killing a SHIELD Agent, and they wanted to show they didn't need superteams by using it on her. That went about as well as you'd expect with Storm getting hit with the beam instead.
