I thought he was pretty good in the last IDW series, the only blue collar member of Cobra high command.

This one seemed to act betrayed that Cobra Commander is actually gonna focus on ruling a better planet

His concluding rant suggests that he thinks the only appropriate use for power is to hurt those who have offended or injured oneself. The fact that this is an ideal, albeit a twisted one, would probably not occur to him.

The other irony is that I don't buy Cobra Commander's supposedly noble goals for a microsecond.
