Let me get this straight. Beast was able to, at any time, create his own Wolverines. Instead, he uses the real one, the one who once considered him a friend. So, this isn't about being "the bastard for the job" or the "necessary evil". He's just being an evil bastard.

Well if there were more than one of them running around, that would totally tank Plan C: Blame It All On Wolverine Being A Violent Animal Man Eith No Impulse Control While Putting A Blankie Over Your Head, Thus Rendering Yourself Invisible To Consequences
