Okay, based on the design, the submarine might be a Virginia-class, which means about 130 (give or take) just got killed.

So, that would be a causus belli I'm pretty sure, except they'll gloss over it or cover-it up or some other thing to abrogate general responsibility for the situation getting to this point.

It's the sort of thing that can lead the international community to go "well, I guess it's time for Sentinels," and that never ends well.

Beast probably formally qualifies as a supevillain at this point, so Krakoa is absolved of responsibility for his actions. Like its not a casus belli against Poland when Magneto flattens a US military base or sub.

it would be interesting to see the Quiet Council at this point having to either disown Beast or try to keep this quiet which means they have to be responsible for his actions to the international community.

How does that work, exactly?

He's one of the founding members of the X-Men and one of the most high profile mutants for a time.

Why would anyone believe Krakoa when they say 'Beast has gone rogue'?

No one knows how the international laws governing supercriminals work, not even Law and the Multiverse. but we know Poland is not held responsible for actions of Magneto, Germany isn't responsible for the Red Skull (anymore), the US for Ultron, China for the Mandarin etc.

So clearly there is some mechanism. Might be as simple as reporting them to Interpol. But the X-men themselves have been considered close to supervillains by governments, so it probably not a huge leap.

At some point they are going to have to tell the Avengers too.

That's hardly the same, though.

Both Maggy and Red Skull weren't a part of their respective nation for decades before doing their evil thing.

Beast? Founding member of the nation's superteam, leaving with a bit of the sentient island and weaponizing it.

Krakoa being observed by the international community makes sense. Its home to several powerful individuals, some of whom have been involved in terrorist or other criminal actions in the past. Posting a submarine to monitor things is by the standards of Marvel government decisions, fairly tame. As opposed to "let's build giant murderbots again!"

Oh, it makes sense, sure. But most nations don't take kindly to being spied on. Then again, maybe taking offense to that is a human thing.

Sure, they don't like it, but it's a reality of the geopolitical world that intelligence gathering is going to happen, and no one has clean hands.
