So, that would be a causus belli I'm pretty sure, except they'll gloss over it or cover-it up or some other thing to abrogate general responsibility for the situation getting to this point.
It's the sort of thing that can lead the international community to go "well, I guess it's time for Sentinels," and that never ends well.

it would be interesting to see the Quiet Council at this point having to either disown Beast or try to keep this quiet which means they have to be responsible for his actions to the international community.

He's one of the founding members of the X-Men and one of the most high profile mutants for a time.
Why would anyone believe Krakoa when they say 'Beast has gone rogue'?

So clearly there is some mechanism. Might be as simple as reporting them to Interpol. But the X-men themselves have been considered close to supervillains by governments, so it probably not a huge leap.
At some point they are going to have to tell the Avengers too.

Both Maggy and Red Skull weren't a part of their respective nation for decades before doing their evil thing.
Beast? Founding member of the nation's superteam, leaving with a bit of the sentient island and weaponizing it.
