Victor Shade turns out to have been Ultron all along...Ultron Mark Twelve, the good Ultron. The rest of the Lethal Legion is infected with the bad Ultron, though, oops.

I am sure being surrounded by a gang of supervillains he conscripted will in no way have any negative consequences.

(Actually, it would be funny if they got better results helping Hank with his issues than the Avengers have ever been.)
