Ah, yes. The one Psycho Pirate tampered with during the Crisis on Infinite Earths. Yeesh. Still, her successor was much worse.

Not immediately seeing any context in the cited JLA story where someone might believe Killer Frost doesn't have powers, that courtroom scene's a bit " Remember, kids - defense attorneys are disingenuous and any criticism of the treatment of criminals is just stupid. "

Unfortunate real world implications, especially nowadays, yes, but in-universe it takes a special kind of stupid to question JLA's conduct, especially if it's an incarnation chaired by Superman.
