He's a voodoo priest who essentially performs dark magic and steals souls. The joke that some people are making is that, since Marvel is owned by Disney, Peter will make a deal with Facilier instead of Mephisto.

Because deals with Ursula require some kind of work (for example, "make the guy kiss you within three days"), whereas deals with Facilier are work-free and responsibility-free (for the low, low price of your soul!), so he is more suited for the joke.

I didn't think I would have liked that movie. Didn't even bother catching it in the theaters. Got it via Netflix. Was surprised how good it was.
