Yes, that's Femme!Bucky from the Heroes Reborn titles. She was transported to Earth 616 at the end of Onslaught Reborn (which I've been meaning to post for a while, but you know. LIEFELD and LOEB.)

If there's interest in me posting stuff from that series I will.

I gave up on Brubaker after endless issues of Sharon being a pathetic mindcontrolled pregnant victim who did nothing more useful than weep and get rescued. There were other irritations, mind you, but that was a big one.

Seconded. And then there's Sam. Brubaker writes a good Sam, but Sam has been less and less important in this book, and with Sam no longer in the Avengers, I really object to Sam being marginalized.
