It sounds like Peter wanting to go to Limbo was the "verbal consent" portion of a spell involving someone/something else, and as we see here, his arrival left something to be desired. So maybe "take me to Limbo" isn't necessarily a good or useful thing under most of the circumstances you mention.
I think even when they -were- living in Limbo, it wasn't terribly safe outside the immediate mansion grounds.
