Is this the guy who stole designs from Otto to make his limbs more flexible and versatile?

I'm guessing so? Since the original is (AFAIK) still very dead.

What's funny is that Day showed up quite recently in Cantwell's Iron Man run, so I guess this is picking up after Tony dragged him back to Earth.

well, the Hand (oh, I'm sorry; the Fist. Totally different) is involved, so resurrecting dead people isn't anything new to them.

If it is Wilbur, I'm happy to see him mellowing out and being a hero (sorta?).

Or maybe he's a mutant, whose power has absolutely nothing to do with his stretchy mechanical leg building skills, and the Five on Krakoa revived him, pretty much for fun.

Actually, that could be a fun reveal for a major villain coming back against all odds. Like Nefaria or the Wizard or someone shows up out of the blue after a fairly terminal exit in their last plotline and announces "Yeah, turns out I'm a mutant. I didn't know either... apparently my power involves being able to turn 2cc of acetic acid into 2 cc's of saline per day, which is of no use to me whatsoever, but I'm still on the reurrection protocols on Krakoa... so... yay for loopholes!"

Then who is James? That's who Daredevil called to.

Ah, the man formerly known as The Whizzer. Not the original The Whizzer who had mongoose blood or something, but the other one.

He was one of the villains cloned by Ben Reilly.

Quite true. But there have been a couple since Wilbur Day and I'm not sure which one this is. The fact these stilts seem to actually be his legs suggested to me that he's using similar technology to the prosthetics that Otto came up with to help Aunt May walk properly again and like the ones he gave Flash after taking the symboite from him and the most recent Stilt Man is the one who used Otto's work in the past.
