Very few people know "the secret" because
1. They only recently made up their minds on who was going to be Batgirl. I'm certain of this. They waited until the last possible moment before making up their minds.
and
2. Aside from the guys working on the book, very few other writers know, because none of them care and are all so busy working on their own things they won't have room for Batgirl anyway (Morrison? I'm especially looking at you).

I think it's more, "they only recently recanted their horrifically stupid decision to make Babs Batgirl again," but same effect.

The end of the mini did suggest a very last minute change to having her fixed by the machine, didn't it? Though it's possible that they are going with it anyway, and just didn't reveal it in the series, just left the crippling the other young woman in.
