They can't seem to come up with a consistent costume for Medusa, it's been constantly changing for years. Sometimes she has the mask, sometimes she has no mask and just a crown or headpiece, sometimes neither.
That's because it's not a costume. It's Kirby kasuals. There's a similar deal with Odin, who doesn't have a consistent look so much as an aesthetic, that aesthetic being "Kirby otherwordly regal."
I'm pretty okay with characters having more of "a look" than a consistent costume or uniform. I though Jamie McKelvie did a great job doing that with America Chavez in Young Avengers and I was glad to see it continue since that book ended.
But Crystal and Blackbolt and the rest of the Inhuman family (except for Triton who no one can agree what he looks like) have costumes and outfits they wear regularly.
12th Doctor: (Regarding his new face) Well, I don't like it either! It's all right up to the eyebrows, then it just goes haywire! Look at the eyebrows. These are attack eyebrows. You can take bottle tops off with these! Barney: They are mighty eyebrows, indeed, sir. 12th Doctor: They're cross! They're crosser than the rest of my face. They're independently cross! They probably want to cede from the rest of my face and set up their own independent state of eyebrows!

Beast: "Your highness, I have come to tell you..."
Medusa: "Wait, wait -- *puts on mask* -- okay, you may now proceed to tell me how awesome I and all the Inhumans are."

eyebrows ARE the most dangerous of hair you know. Just look at Sam Waterston if you don't believe me.
