The Skrulls are an entire species. Why does Hulkling need to be taken into account whenever some of them do something bad? It'd be like asking the American President about every time some American supervillain acts up. Except even more so because we're talking species, not nationality.

Because he's the emperor of the kree and skrulls and it makes more sense to have him in these stories than to have him excluded AGAIN.

Asking writers to include a character they have no place or room in the story for usually does not go well.

If they can't work a character as important as the leader of the Skrulls into a story that's supposed to decide "the fate of the entire Skrull race" then maybe they shouldn't be telling it. Books that get pushed just for bad synergy don't go well either.
