This takes place after the One Year Gap following Infinite Crisis, and Kara is in the bottled city of Kandor looking for proof that the planet Argo escaped the same apocalypse that destroyed Krypton.

However, in the last time people had gone into the city, Kandor has been taken over by an imposter version of Superman, going by the name Kal-El, who has founded a fascist, racist theocracy in which Kryptonians are the Chosen One, and all the other aliens in Kandor are second class citizens.

Kara, this being before the rejig, doesn't care about the plight of the aliens, and instead is just set on finding her parents. Power Girl, however has followed Kara into the city to both look after Kara and to try and free the non-Kryptonian Kandorians.

You know, actual superhero stuff.

Here Kara is on the way back from getting a Kryptonian religious symbol tattooed onto her back for fashion purposes, and act that leads to the tatooist getting a hand burnt off in an issue of so.








Later, Kara sells the city to imposterSuperman in exchange for information as to where Argo could be, effectively selling the inhabitants to being ruled by genocidal SpaceNazis.

Kandor does have a varied history. As often the case, it was a matter of taking a Pre-Crisis Superman element and giving it a Post-Crisis spin.

From Wikipedia: The Post-Crisis version of the bottle city has a somewhat different history, having been created by an alien wizard named Tolos, who trapped representatives of various races (including Valor's uncle) within, in order to possess their bodies. This city is not literally shrunken, but exists in an extra-dimensional space, occasionally connected to the Phantom Zone.

After BIRTHRIGHT, they did a little more tweaking, saying it was a Kryptonian city stolen by Brainiac, and then Tolos stole it from him. I thought it was just going to be a Kryptonian city populated by non-Kryptonian aliens (my preferred version of Kandor). Then that was changed to xenophobic Kryptonians and other aliens populate the city, and due to a "time dilation" some of them worship Kal-El as a god.

The idea "Aliens from different worlds/societies are forced to live together and don't always get along" was also used in GREEN LANTERN: MOSAIC.
