I like this but, I'm not really sure 'this isn't my way' makes sense for Steve Rogers, does it? I mean, yes, he certainly does regard the law as important. But he's also been willing to defy authority and flaunt unjust laws in the past, hasn't he? I mean, that's kinda how we got the original Nomad, when Cap refused to become a political pawn. I don't have big problem with it, it just seems a tad off that he would be so unsure of taking that action.
That said, I see a Cap here that's doing what Cap does, so this is just more of a quibble.
I had the same reaction, but I think the author is just taking steps to walk people through his logic, instead of him just starting there.
I think this is one of the issues of being a longtime reader of comics, every now and then their personalities shift or reset, and as longtime readers we're left going "What? Steve would always be against Fascism (except that one time but we don't talk about that)!"
I'm more irritated that we have yet another status quo change for him. Suddenly he's back to the Age of Heroes uniform and the photon shield? It feels like we *just* got him back from being Hydra!Steve still, it's kind of exhausting to have all these soft resets.
No... I'd really like a solid Captain America run where he gets to -be- Captain America.
2007: Civil War. In the aftermath, he dies 2009: He comes back to life. 2010: He becomes America's top cop, with the outfit seen here. 2011: Returns to the Cap identity during Fear Itself. 2014: He becomes old, and retires in favor of Sam Wilson as Cap. 2016: He's restored to his youth... but then we get Hydra Cap. 2017: Real Cap returns 2019: Framed for murder, he abandons the Cap identity to become Steve Rogers... again.
In the past 12 years, Steve Rogers has been the true Captain America for -maybe- a third of that, with one stretch lasting -almost- three years. In that time, he's been replaced by Bucky, Falcon, and the Hydra Cap. He's been killed and returned to life, aged and de-aged, in prison and broken free.
So I'm ready for a nice substantial stretch of someone getting back to basics with Steve as Captain America, preferably without too much of the previous baggage, at least for a while. I miss the days when he fought snake-themed villains.
Um, people who live in states on the border have always been against illegal immigrants/undocumented workers. I suppose you could argue companies weren't always against them, but that was because they were willing to work under the minimum wage in less than safe conditions.

Maybe I'm just old and cranky.
