I don't know the context for the Billy Batson stuff, but I just want to say for the record that I wouldn't blame a kid in the foster care system for being sceptical about people who want to adopt them.
Kids from unstable backgrounds tend to act out as a way of testing prospective caregivers, to see if they really care about them or if they're just going to bail at the first sign of trouble.
Mostly they do bail. That, and the fact that it often takes years for the process of adoption to be completed, tends to make kids in the system extremely wary of forming lasting attachments to the "perfectly nice people" who want to adopt them.
