Sure, except Monica is moving at light speed, which is the fastest information can travel. By the time whatever monitoring system has registered Monica's movement, she's already past the shield. That is, by the time light travels the distance from Monica to anyone's sensors, the light that is Monica has moved a similar distance and thus breached the shield.
I'll also note that Monica is effectively invisible and undetectable when she's moving at light speed. The only way you can see her is if photons from her make it to your retina, which means Monica is in your retina. At that point she can blast your brain and you already lost.
