The Invaders here are Steve Rogers and his friends in the present day, invading Manhattan (to take it back from AIM, who'd taken it as a move in the world-encompassing Century Game).
They'd been defeated in issue #9, taken into the clutches of the Mental Organism Designed Only for Control.
That alternate self of MODOK's, a Starpoint in the Century Game - a major pawn of one of the players, in this case the Power - was looping the Invaders through torments crafted from their lives.
For some of them, MODOC put on an appropriate face:

(That's Brian Falsworth, who had the Destroyer identity before Roger. Brian would later take up his father's " Union Jack " identity. Subsequently, Roger would assume that of the Destroyer.
The KRAK is Germans breaking in, which maps to Roger and Brian's histories. Their relationship here was established in the early-2000s " Citizen V and the V-Battalion " mini.)
For others, he only played narrator:

' I'm sure I can do something about that. '
(The Redacted is a fellow Starpoint of MODOC's, whom Steve'd turned against the Century Game in issue #4.
The Skrull on the surgery table is an implication as to what the Redacted's " combat shapeshifting " abilities are derived from.)
Outside MODOC's game, the Century Game continued.

" I don't know what you're talking about, Power. " said Bucky Barnes, current Revolution of the Century Game, whose pawns were the friends he'd broken away from.

(The Power is using magic to pull the objective of invading Manhattan - the remnants of a recent Arnim Zola scheme - out of the ground so that AIM can contain it for him.)
The Invaders - who'd only been able to try and counter AIM in the first place because of a message Bucky'd left for Steve - turned in the revolutions of MODOC's play.
' Shall we began again? ' asked the Mental Organism Designed Only for Control.
' No. ' the Destroyer answered.

Roger was able to break out of his torment and into those of the others.
' See, in the house where I was raised, fists were more common than forgiveness.
' I was rarely, if ever, the son my father wanted.

With Peggy Carter and the Redacted, he went next to Nick Fury Jr.
His narration went to his father's plans for one of their tenants, who'd ' had a bad crop. '

(Nick Jr.'s torment was drawn from his service in Afghanistan.
The laser blast he's reflecting - and the figure getting hit - is from Sharon Carter's.)
' But I know exactly what I saw on old Crosswell's face.
' A fear my father had instilled.
' And which, with only the bruised knuckles of a 13-year-old boy..

Roger and the others were able to save Steve from his torment - Bucky's betrayal - by hitting MODOC with strength of the mind.
The Mental Organism Designed Only for Control went down under their onslaught - the connections that tethered them to him were pulled, and they awoke from his grasp.
He lay defeated, the Invaders standing over him:

" .. designed only for.. "
