It's the typical "you're a stranger on our turf, you don't understand our ways or our rules, you're blundering into things you don't understand..." mentality.
And of you consider the school is a dumping ground for the worst of the worst, it's basically the girls' boarding school equivalent of a prison hierarchy.

Not that it excuses things, but I can see where Phoebe is coming from...
(Also the "stupid Americans come in and mess with things they don't fully comprehend" trope!)

Yeah, there's always a justification. Every bully is the hero of their own story. I've experienced this personally.

This is surprisingly good showcasing the key issue of Mesmero: A guy with power to control anyone yet never smart enough to use it right and how he was actually trying a legit line of work for a change but can't resist his fun.

And wow, the Kitty plot is straight out of a 1990s movie of "we become cheerleaders to save the school!"

Apparently, the entire school setup is even more directly influenced by the St. Trinian's series of books and films.

Everyone should see at least the two new films.

Well, probably the older ones too. But it'd be kinda hypocritical for me to recommend since I haven't actually seen them. Not sure if they're on any streaming anyway.

I've seen the first of the modern reboot, but not the second. I liked it... and yeah, the older ones look like they'd be hard to find. Looks like... Amazon or Apple TV for purchasing? Hm.

The school was called St. Searle's, so it was all a big in-joke.

In fairness, Mesmero did resist having 'fun' with his legit work, but the Strucker twins tried to strong arm him, and that's when he decided to 'draft' Excalibur.

I understand why he didn't want to go to the authorities, but it seemed like he was content with his gig until Struckers made things go sideways.
