Viper’s plan is to drop plague-ridden snakes from hot air balloons. Cap can’t have that!

Somehow Cap broke out of the drugged stupor Viper had him in.

I mean, I'd assume there's more to Viper's plan than just "drop snakes on people, spread plague, mwa-ha-ha".
Like, for example, she's not just actually dropping snakes on people at random, but there's some mechanism to make sure the snakes are alive when they get to the ground.
(But with Viper, it could be hard to tell.)

Nope, that's all there is to her plan. She is literally dropping snakes with the plague on people. I doubt that she cares if they are alive when they get to the ground.

I suspect this is not the sort of sacrifice Quetzalcoatl is going to be pleased by.

Did all the plague ridden snakes completely incinerate spontanesouly, or are we either left with

A) Piles of plague ridden snake carcasses around the place, or
B) Potentially still alive plague ridden snakes sneakign into the undergrowth (Given I suspect quite a few would survive the fall)

Option B generates the image of SHIELD agents trying to track the snakes with nets. And, given SHIELD's usual track record, being comically ineffectual at it.
"We were out-smarted by a bunch'a concussed and sick snakes!"
"Yeah... I'm leavin' this one off the resume..."

A third option could be a rain of crispy snake bits.

Viper never struck me as the sort to cater her apocalyptic incursions

I was referring to the snake remains falling to the ground after the explosion.
