DC just can't decide what to do with the Penguin, can they. I'm sorry, but you can't give me a story in which he's Batman's semi-trusted ally/informant/mole/working partner in the underworld and simultaneously give me stories where he's a ruthless sociopath, relentless murderer, spousal abuser, penguin fucker, and still expect me to believe Batman considers him a necessary evil, allowed to walk free because he's useful.
