The denim with pinstripes number he was wearing for most of The Reality War was many things, but it was definitely not a kilt, nor even a utility kilt.
If anything I'd have to say it was some variety of pinafore.
For starters he was wearing trousers under it, which you can't do with a kilt
And a kilt ends at the waist, it doesn't extend up the body and have shoulder straps.
