Timing wise there might be. We're lead to believe this happens right after the Battle for the Cowl because Booster wasn't even aware there was a new Batman in 21. The mission was to get the photos and it only took a different turn when he was caught. Otherwise he would have never revealed anything to anyone.

I was responding to the part where you said how many people might be aware of Booster being there. You listed a number of people that likely saw the photos besides Batman, the Joker, and Booster.

Yes they should have. I will make it my mission to write more fanfic of this.
