I think it's the hairstyle combined with the colour scheme and especially with the bare arms.

Those Luminals did, sure.
Xarth just has a lot of them.
Any time one dies, for reasons such as getting turned into a zombie or infested by an eldritch horror or trying to start **** with Drax, another one takes their place.

Though back in the D'n'A days, they had enough members, former members, reservists and honorary members to make a small army.
Guess if they've only got fifty now, there's been a couple of incidents.
Knowing them, the words "self-inflicted" and "stupidity" would factor heavily in any explanation.
