The vote here is whether to help Captain America locate survivors from the experiments in Truth: Red, White & Black. Emma wants Cap to owe them a favor (and manipulated him into asking for help in the first place). Prodigy wants to on the grounds that the subjects were all Black. Bobby doesn't want to help non-mutants.
The idea is that there's something obviously dirty and unethical about Steve Rogers' request.
There's at least two other people on the cover who would not adversely affected by gunfire, but I can see it was important for the artist to remind readers of the qualities of Captain America's shield by having the enemy all aim *directly at it.*

Honestly, mutants distrusting humans out of hand makes sense - the former is othered by an arbitrary distinction, and the latter never does anything on their own initiative to overcome it.
