#137 was another incident catching up car traffic - gunshots on the bridge between Blüdhaven and Gotham.
" We have two active shooters.. " police commissioner Maggie Sawyer told Nightwing.
" One overlooking each side. "
" .. and it looks like I'm not the only one. "
Batman found the most likely spot for a shooter on his side.
That shooter fired from his new point.
" It's.. it's a graze. "
Nightwing swung up to the sniper and her Romanian rifle.
" You're Romanian? "
(" Construction sacrifice " is in the Romanian folk tale of Manole the builder:
One day towards twilight, [Manole] had a dream, a ghastly dream which disturbed him greatly. He called his men together and told them that he had received a message advising him to wall a human being in the foundation of their building. The one who was to be sacrificed should be a good person and his soul would live in, and protect the building forever.)
Nightwing figured that she wasn't shooting at everyone, but shooting away from someone.
" No. But my brother.. "
Nightwing used her phone to contact him.
" She wanted to be caught. " Nightwing told him.
That caught him up - he surrendered.

One day the [builders] gathered and discussed their trouble; after which, for the sake of [their building], they agreed to make the sacrifice of one of their own wives..)
" Either way, it happened. "
" The highway crash isn't on your head.
" You were trying to help someone. "
Dick told Bruce about that someone being a witch back from the dead to revenge herself in and on Blüdhaven.
" You believe her? "
(After a brother and sister who didn't understand each other, a father and son who don't understand each other.)
Bruce swung off, leaving Dick alone with his thoughts.
(That's the dug-up sacrifice.
