Oh, I don't think it's at all "THE Riddler Story," because it utilizes him(well, I think) but doesn't try to explicate him--in fact we're told we're looking at a skewed version of him. But the story's not actually about him in the way that, say, KILLING JOKE is about the Joker. I just think it has some great Riddler scenes and that his plot is cleverly executed. His plan doesn't actually work if all these people(the shot guard and the girl on the roof aside) die--it's not the point, it's to put him through these steps, but the threat of death is a motivator Eddie uses a lot. And it's in keeping with tradition in that he leaves it up to Batman's skills whether they live or die.
