Saw these in magazine scans a while back. I like Two-Face's look, Catwoman's outfit looks nice (more realistic than a shiny catsuit) and come on, these are the people who gave us Harley's S&M nurse getup in the first game - Catwoman zip up her top? Neva! Besides, this was done in the Mortal Kombat vs DCU game too. As for Harley's new goth punk look, I think it's very close to Amanda Evert in Tomb Raider Legend. http://pressthebuttons.typepad.com/photos/uncategorized/amandaevert.png
