"Vic" is Doom. The guy being imprisoned is imprisoned for daring to call him by this diminuitive, thus trying (but of course, failing, as all such attempts fail) to degrade the Glory Of Doom.

Also, the keeping of his hands (and note how we ONLY see the hands...) are merely so that he can fully appreciate the horrors that awaits him in Doom's "special place".

But what if... those hands are all he has? What if Doom genetically modified him into a freak of nature with no hope of ever buddying up to Doom again?
