Technically, yeah. Maybe he's thinking in terms of vertical location of atmospheres. Like, if you're 34 feet in the air, you're above one atmosphere. Or is that too much of a stretch?

I think he actually explained that after dealing with Final Crisis. It's like Batman has determined when it's okay for superheroes to use guns.

And why not? Bruce uses a gun once in his entire career and he gets killed, goes to hell, and vomits black. Its like that kid in college who thinks drinking is dumb, and then the one time he does get drunk, vomits until he cries. Your previous bias has been thourougly enforced.
I still don't get the problem with that Final Crisis scene--he was using the one weapon he had that could harm the GOD OF EVIL THAT WAS DESTROYING THE TIME/SPACE CONTINUUM ACROSS ALL THE EARTHS. Bruce even says that he's taking a "once in a life-time exception" to the rule.
I thought that was just a quiet reassurance that the gun rule is still on, for people who were worried that his once-in-a-lifetime exception had made it void. Certainly it's not the same as Dave Willis' prediction of Batman using a gun for everything...

I think it was a case by case basis--Jiro wanted a fresh start, so he decided to go closer to the Batman look. Other guys like Nightrunner (and El Guacho, I would presume) have shown to largely keep their original looks, but work in the Bat-Symbol--making it like a police officer's badge, if you will.
I don't see why Mr. Unknown had to become "batman" though. Think about it: he very publically dies. Then Mr. Unknown returns.

He specifically wanted a fresh start, and Batman gave him that. Several of the other heroes explicitly *are* keeping their old identities/mythoi. It's deliberately showing the whole range of options.
I notice he's never tried to pull the 'no guns' line on characters like the original Vigilante, or the Crimson Avenger. Or on the Shadow, back when he was in the DCU and established as one of Bruce's idols. Or even on Adam Strange - his gun may shoot ray blasts, but it's still a gun. By that same token, the current Blue Beetle, Rocket Red, and a whole host of other superheroes he fully accepts are sporting lethal weaponry as well - surely the exact shape and whether the weapon is separate from your armored outfit is not that important?
Well, none of those characters are working for HIM, donchaknow. Anyway, it's not potentially lethal weaponry in and of itself that he minds, so long as it's not used to actually kill - he's got plenty of that - it's guns in particular that he hates, because... well, you know.

It dilutes the impact of Batman as a character, and especially devalues the decision that Dick Grayson had to make to step up and wear the cowl. Now there will be a whole bunch of Batmen running around, when before the idea of one shadowy figure in the darkness was enough to scare criminals spitless.
Not only that, but it seems he's going to be having existing heroes strip off their own identities and begin wearing his. Isn't that rather dismissive of those men, who probably have their own valid reasons for adopting the identities they have? Are Bruce's reasons more valid than theirs? Is someone good enough to be Batman only if Bruce says so?
Think I'm going to have to stick to Batman, Detective and Batman & Robin from now on. That way, it might still feel like Batman to me. I guess it'll be a good few years yet before someone else comes along and undoes everything that Morrison has set up, only this time, I'll be looking forward to it.
Agreed - Bruce Wayne will always be the one, true Batman for me, with Dick a pretty good substitute. Having zillions of them running around the globe is just WEIRD - at the very least, it depersonalizes the role, and Batman has always been a very personal thing for him. It's an omen that came to him after a lifetime of training, the symbol of his own crusade against the crime that took his parents' lives. Look at how hard he fought to reclaim the role after Az-Bats perverted it. Look at how outraged Bruce was in 'Batgirl: Year One' when he caught Babs fighting crime in a Bat-outfit ("This isn't a game. You have no right to wear that costume."), and now he's handing them out like candy? Having other heroes work for him is a different story - he's pretty much got that already - but the pluralization of Batman just doesn't feel right.
