Looks like that's not the case, and that he's permanently bonded to the green, so he's Swamp Thing all the time. But now, it's an actual human being bonded to the Green, not just an Elemental which absorbed human consciousness like every single other Elemental (who went on to be in the Parliament of Trees). This is something new altogether, while at the same time, going back to the original Len Wein concept.
