No, Ultimate Cap started out as Mark Millar's vehicle to insult America's foreign relations mentality and make jokes about other countries, and it's only gone downhill from there.
I dunno he definitely had more personality than that and the way he treated the older Gail was way better than the way 616 Steve ever treated an older Peggy Carter (especially under Brubaker).
And the jingoism, under Millar he only made that comment about France and then quickly retracted it by saying it was an idiotic and stupid thing to say when Fury called him on it. It's subtly implied by Millar (in Ultimates and the Red Skull saga in Ultimate Avengers) that Steve watches TV and repeats things he says, so I'm thinking that's more of an idiot case than a jingoist one really.
Now the way he was portrayed in the Ultimate Captain America mini however, ugh... I will agree with you 100% there, it was like the writer just took generic American jerk stereotype and wrote him as Cap.
The French thing as schala_kid says, and it's also worth pointing out that in Ultimate Nightmare Steve talked about his respect for the Soviet soldiers he fought with in WWII. I also recall he got on fine with Captain Britain and the Russian Natasha, and his issues with Thor weren't at all related to Thor's nationality. Ultimates 2 ends with the Ultimates, including Cap, declaring that American interference in sovereign nations is too damn risky and they're not going to do it anymore.

Ultimates 1, Steve knows off-hand the highest-ranking black soldier in the US and says he grew up with him. As soon as he's convinced he's not in a Nazi trap, he hangs out with the black General Fury and is polite and and respectful of his rank; he never suggests or implies he won't take orders from a black man. Wasp, who's Asian, takes him shopping for clothes and he's friendly. He later dates her. In Ultimate Nightmare he meets Sam Wilson, who's black, and pretty much bonds instantly with him. In the Ultimate Captain America annual, he helps the African T'Challa escape back to his home country.
And Ultimates Annual 1 is actually about racism, it has flashbacks to military segregation and how Steve's increasing familiarity with the Nazi philosophy made him more and more uncomfortable with US racial policy. In the present day, he talks about racism with Sam, and states he fought in the war to stop that kind of shit, and is depressed it's still happening.
The evidence does not suggest Ultimate Cap is racist.

The French aren't a different race from Americans! It's only a few centuries since they were part of the colonising of the Americas. Disliking other nationalities is xenophobia.
It'll be interesting to see the effects - most of the blame for that lies on Fury, who has quite an affection for Peter. The Punisher will probably not feel great about having killed a heroic kid, either. Steve... hard to say. He's not got the same personal issues with kid heroes as 616 Steve.

Or it could be that he gets pissed off at Carol, Thor and Tony for giving Peter the option of being a superhero, Steve was the only one who voted NO on Peter receiving training as he believed he was too reckless and would get himself or the others in danger.

Quesada will not allow a Peter parker other than the one he thinks is right. Whatever his other decisions I think he'd rather cancel Spidey than get rid of OMD/BND, though I admit it's been a while since I've seen sales figures. It might have rebounded.
Given what he has done with S.H.E.I.L.D. and Fantastic Four/Future Foundation, I am quite convinced if anyone can save the Ultimate titles it's Hickman. I am curious to see what he'll do with the F4 though given what they've done to Reed.
Just when I'd left the Ultimates and comic pulls behind, these people drag me back in. Hickman is amazing, does amazing things. I can't say I know the artist, though?
He also did the rather stunning Loki miniseries from a few years back, that was all painted. I think he's currently working on Uncanny X-Force? At least the covers.
Has Thor recovered from the characterization beating he took under Loeb's direction? I loved the hell out of the big guy; in fact for a moment I took you posting that image to imply that Jonathan Hickman was writing an Ultimate Thor series... which would've been the best thing ever.
