A fair question, but the two personalities are very different IMHO.

The earlier Starfire was a trained, skilled warrior in her own right, on a team mission, Dick was the leader, she understood that and would follow his orders the way the entire team would. However, she would also say when she disagreed with him and take action on her own at times.

In this instance we saw nothing which suggested she had enough interest in things to do anything other than wonder if Jason had any ideas. Old Kory would probably have mentioned "I was two tank battalions up ahead, don't worry, I'll take them out."

As I've said before, what this Starfire lacks is, ironically given the focus, "passion", she seems so disconnected from everything, be it her surroundings, her friends, or who she is having sex with, that it removes any real sense of her as an independent thinking person.
