Bomb Queen had a vaguely interesting idea (villain takes over the world) but such a completely godawful execution that I'm completely rooting for some Army person on a rooftop with a sniper rifle to show up.

She's not even an interesting villain. Pinhead from Hellraiser is a completely horrid creature, but he has a certain amount of class, charm, and competence. Plus he's not being evil just to be evil. Bomb Queen is just... so utterly, obnoxiously cruel and dark-n-edgy, just for the sake of being obnoxiously dark-n-edgy, that she's merely aggravating instead of interesting. Pinhead, you want to know more about. Bomb Queen, you just want her to go the hell away.

To be fair, i think occasionally it can work to have a villain who is just bad. to remind us that evil isn't neccessarily slick or cool or complex or even interesting... It's just that I'm not certain this is it.

It can be. Randall Flagg from The Stand is kind of like that. He just does evil shit and makes life miserable because, and he happens to be one of my favorite villains. He's not super-complex, and his take-over-the-remnants-of-society plan isn't because of some deep ideological shit, it's just because, hey, why the hell not? Might as well. And that's part of what makes him creepy.

But the Bomb Queen series is just... obnoxious, and so is her character. It's like something you'd find doodled in the back of some high-schooler's English notebook. XP
