Dixon's Nightwing was at his best when the villain was Blüdhaven itself and when he interacted and created bonds with inhabitants of Bludhaven, I think. The thing with the police and how they were the true difficulty Dick encountered, that was interesting. Plus Dixon wrote Dick Grayson as a cop.
