So, if her weapons are under her skirt, how would the princess get them out for when she needed them?

Slashes the dress with one swift movement using the twin daggers concealed in the waistband at the small of her back?

Depends on a number of factors. Many dresses have slits in the side to allow access to pockets, which would work if you had weapons strapped to your leg.

She could also be wearing pocket hoops, which can hold quite a lot, although nothing very long. Daggers, hatchets, maybe a small crossbow. Or the skirt could be held out just by a stiff petticoat, in which case she might just hitch it up. Or she could have an exploding bustle, like Miss Alice Band of the Ankh Morpork Assassin's guild.
