I've been assuming that the first dog represents a friendly pusher of unhealthy items and that the subsequent dogs are just dealers supplying his addiction or bad habits.
It set up an interesting enough premise, but then.... I guess the writer took some of the same drugs his protagonist did and just kept drawing weirdness until it made no sense and he ended it when he needed to pass out? I guess?
Ok I had to look at the comic again as well as follow the link to the site and check out the comments. I'm going to copy and paste what someone poosted.

And utterly pointless. Everyone is aware that this situation can exist with certain predatory people and others who are insecure and without a safety net. Why "parody" it in this way? Not that it is actually a parody. More of an allegory. But still, pointless, unfunny, and uninteresting.
The human in question is both homeless and under the influence of intoxicating substances, so its not entirely out of the question that he was too groggy, scared, or malnurished to do anything. But I do get your point, it definetively would've been better with either of those.
I don't find the attempted reversal effective. Maybe a story where the man and the dog had a little more personality both visually and verbally, it would have been effective. I don't know. All I'm saying is that in this context it really doesn't work for me at all.
