He's an old Aquaman supporting character. He's actually been around for quite a while. I guess you'll only care if you read plenty of old Aquaman comics, then again (from what I know) he has gone against Arthur before.
His name is Vulko--like Nate said, he's an old Aquaman character, but in the New 52 specifically, he was the guy who helped his mother take baby Arthur to land and kept an eye on him until he came of age (specifically after his father was murdered by Black Manta and Shin told the press everything), told him everything about his origins, and showed Arthur the way to finding Atlantis.
So basically this reveals that the villain of the story isn't the monarch brother, like everyone expected, but the closest thing Arthur has to a living father figure.
If you read Aquaman he's kinda like Aquaman's mentor, this is quite the surprise... but not really since he's been in like what? 8/12 issues? Not enough for me to be invested in him.
If you'd mentioned the name Vulko at some point it might have made more sense, since I don't really recognise this as Vulko (Who was usually depicted as being a much older guy in the old DCU)
Don't forget that this is the New 52, where every character must look like they are in their 20s even if it doesn't make sense; because that somehow attracts the "younger market."
