This story incidentally was in the aftermath of the famous 'Demon in the Bottle' storyline, and Stark had just had his first victory against his drinking problem. This was the cherry on the top.
Tony Stark selling weapons on the open market? Either he planned to sell to Black Panther, Reed Richards, Moon Knight or another wealthy hero or he was bluffing.
Tony Stark would rather die than see an innocent die at the hands of his weapons. Heck, remember when Iron Man designs got out and people got hurt? He went way beyond the call of duty to get those designs back and to destroy suits in the hands of hostile persons. Not because of any danger those designs posed to him, but because he couldn't live with people dying at the hands of Iron Man weapons.
This was basically right after Tony first made the decision to stop manufacturing munitions, if I recall correctly so the bluff was likely more credible then.
In the comics it took Tony a lot longer to stop the whole "weapons dealer" thing. After all, when he started being a top-flight weapon and military hardware engineer for the US was a heroic and noble calling since it was helping us fight the godless Commie hordes.
Also if I recall, Tony and Nick basically came to the agreement that Stark would continue making non-lethal hardware for SHIELD, but that also opened the door for SHIELD to start contracting the weapons component to a certain Obadiah Stane....
