That *might* be because Bob Harras (former X-Men editor) is now DC's editor in chief. In the DCnU, Harras probably thinks what worked with the X-Men (the world hates them) will work again.

In-unvierse, superheroes have only been around for five years. The general public just isn't sure what to make of them yet.
